@Rokebo73 sure thing, could you give me the list of console commands to enable whatever performance overlays that would be helpful? If I don't enable the right one we might have a back and forth of adding them one by one. Once I have the commands I'll try to get another screenshot+clip a bit later today on a work break
Increase video resolution to put more load on the GPU until the green GPU line is above the yellow CPU line.
This should smooth out the yellow CPU line and make the game play smoother.
ingame goto OPTIONS / GENERAL / NETWORK

Sorry for the delay, was a busy weekend, attached are some screenshots showing the times I experienced stuttering and CPU spikes, along with the network bar being visible.
I've also included some clips which show the random stuttering but aren't as readily apparent by looking at the CPU graph:

None of this seems to be visible on the network graph, and sometimes it doesn't even show up on the CPU graph.
