    Fixed the issue on my end by right clicking on the game in the Steam library, going to Properties, the Controller tab, and selecting "Disable Steam Input" on the drop down settings.  Hope it works for you guys too, good luck!

@LiquidVenoms One thing that works is to keep moving very slightly your controller as you play because it only seems to take place when the controller is not being touched.

    Mine does it while moving right stick on ground or vehical but no helicopter or fixed wing.
