This sound like a dead zone issue (like stick drifting), try raising the value for the right stick central dead zone from the settings until it doesn't happen anymore.
that didnt fix the issue i think its a legit bug
The controller setup thing is vey broken. Here are a few things to check for:
1. If you modified the controller bindings, make sure to set all controller schemes to "custom"
2. Check the threshold settings in the controller tuning to make sure they are set to 100 for each stick
3. Check the keyboard and mouse sensitivity settings, as those also affect controller input for some reason
