A higher CPU load doesn't have to mean that your CPU also gets hotter, it doesn't exactly work like that, unfortunately.
Example; when I run BF2042 on Ultra settings (with a res of 3440x1440) on my personal rig with an RTX 4080 and i9-9900k, my CPU utilization for BF2042 alone hovers between 75% and 85%, with an average CPU temp of about 68c - 75c (cooler being used here is the Noctua NH-D15).
It's never possible for BF2042 alone to take up an actual 100% of the CPU, otherwise, your PC wouldn't be able to function anymore.
Sure, you might see a total CPU usage of 100% with all processes combined, but that also depends on if there are any background tasks etc. that require some CPU power.
If you're experiencing a constant 100% CPU utilization, I would recommend taking a look at these threads:

When I play bf2042 my cpu reaches temps of 90C even on the lowest settings possible. This never happens on other games. I have a i9 10900k, a 3080, and a kraken z53 aio cooler. Is there actually any answer other than "were working on it". I run bf1 on the highest setting and only reach temps up to 70C.

It can be multiple things that sky rocks temps from youre cpu !
How many processes are running in the background ?
Did OC any hardware ? cpu / gpu / memory ?
When did ya clean pc case internal from all the dust ? is it dust free?
Any tool thats not correclty cfg for fan speeds at certain temps ??
what troubleshoot did ya do already ?

I'm running no substantial processes in the background.
I'm not overclocking anything.
I just cleaned my PC case as a troubleshooting method.
I have cfg all fan speeds that I can (corsair LL120, Kraken Z63, 3080)
The other troubleshooting method I was doing was putting a User.cfg file with these lines in it:
Thread.ProcessorCount 10 Thread.MaxProcessorCount 10 Thread.MinFreeProcessorCount 0 Thread.JobThreadPriority 0 GstRender.Thread.MaxProcessorCount 20
to try to lower the CPU usage percentage, but sadly it only lowered temps by around 3C
I can't really find any actual help besides "your PC cooling sucks", even though all seven fans, including AIO, work to cool my PC amazing in any other game.

If ya set CPU fan(s) speed to max speed , ya hear it run at max speed ?
The PUMP speed is set correctly with 3rd party tool and/or in BIOS settings ? Connected to the correct PWM/CPU/PUMP headers ??

Only thing running is the game, AIO sftware, and hwmonitor or openhw monitor; like I said this ONLY occurs with BF 2042.
I can run any other game (including Cyberpunk 2077, ArmA 3, AC Valhalla, Ghost Recon Wildlands, HALO Infinite, WH 40K: Dark Tide, GTA V, CoD Warzones 2.0) for hours with temps maxing out at 78C on my i9 10920X@stock settings with XMP on 360mm AIO, 75C on my i7 10700KF@stock/XMP/280mm AIO vs 88C with BF 2042, 78C vs 89C on my i7 920@3.842Ghz RAM@1444Mhz with Hyper212 EVO. Cycling GPUs not much effect; Nvidia or AMD no real difference.

Battlefield uses AVX which causes high CPU temperatures. The processor frequency will downclock if an AVX offset is set in the motherboard's bios.
That's why there's an AVX offset in bios to auto downclock CPUs and keep them from overheating when AVX is in use.
