A quick question what game mode are you trying to do it in? Also can you try over the weekend and see how tits working would help a lot if you can note down when you are trying.

Summarize your bug when cross play turned off, server never starts. just stuck waiting for players despite numerous players waiting. eventually times out and goes back to main menu
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? turn cross play off and try and start a game
What happens when the bug occurs? nothing. you time out and go back to main menu
What should be happening instead? game should start up with AI until more human players join
When trying to join a game on XBOX series X with cross-play turned off, no game starts, just get stuck waiting for players and eventually dropped back to main menu
On my Xbox Series X I can no longer join non-cross play online matches in any game mode, it just sits at the squad screen and never continues regardless of squad size (even a full squad). I have had cross play disabled on my Xbox settings since the day BF2042 was release to early access. This has been working up to 12/8. If I enable cross-play on the Xbox I then can join games but at a disadvantage to mouse/kb players.
Can anyone confirm disabling cross play causes this behavior?

Same issue here, Xbox Series X. I've gone through about every troubleshooting step that has been suggested. I really hope they fix this.
Unless this is an infrastructure issue I'm sure it will not get fixed any time soon with this in the 3.1 patch notes.
