Quickly checking through everyone's dxdiag, it seems like everyone has 1 of 3 different builds that all have the same issue.
Windows 10 Enterprise LTSC 64-bit (10.0, Build 17763) (17763.rs5_release.180914-1434)
Windows 10 Pro 64-bit (10.0, Build 18363) (18362.19h1_release.190318-1202)
Windows 10 Pro 64-bit (10.0, Build 19043) (19041.vb_release.191206-1406)
Between the last beta and this early access release, they must have changed something that directly affected the way these 3 builds handle the game.
