Adding onto my post. For me this solved it.
I ended up getting a 6700XT in replace of my 1070. However I still encountered the same issue as before, but was able to ultimately solve it. I did a clean windows install, which helped me actually be able to open the game this time, but I still kept getting a DX12 error before I could play.
My solution was down clocking my ram. Running 32gb 3200mhz originally, which has been mostly stable across normal uses. I dropped it from 3200-3122mhz (or whatever the next step down was) and have only had one DX12 error since then and have been able to play normally and reliably.
Also, just for info, I was having the same issue with Halo Infinite, down clocking my RAM to something more stable also resolved this issue with that game as well.
Current specs:
CPU: Ryzen 1800x
GPU: 6700XT Saphire Nitro
RAM: 32Gb
