Solved

DXGI_DEVICE_ERROR_HUNG

I could use some assistance trying to resolve this issue. It's constantly crashing the game and further, my whole computer when trying to get out of it. This occurs at all points of playing including during lobbies. I've tried lowering all of my PC settings. Ensured all of my drivers are up to date. Any suggestions?

    Thanks for that. It helps.

According to the DXDIAG report, you'll want to disable the CPU graphics (in BIOS), so there is no confusion that the game should use the RTX 4070.

The Diagnostics section at the bottom suggests that you should turn off the Microsoft XBOX overlay (at least for troubleshooting) and you may be having issues with your audio software that you need to get resolved.

This is the real solution to the issue. Thanks for the advice.

You had a 3080 (what brand?) and locked voltage to 1.0?

Pretty sure you meant RTX 4070.

Your card is directly from NVIDIA, not Asus, Zotac, etc.? That video specifically calls out Zotac, so I'm interested.

Also, that video is 3 years old, so I would have the thought firmware update that he mentions would be out by now. Did you see if your card has a firmware update?
