It is very common for multiple ISPs to use the same tech, same servers etc. and all that on the backend, especially if multiple ISPs are available to you in a specific region. They all go over the same line. Hence why I am not really surprised that you're experiencing the issue with multiple ISPs, but not with VPN while still being connected via the same ISPs.
Unfortunately, connectivity issues are an eyesore for all of us. Mainly because a small problem can have a million different causes, or even a combination of them.
All I can tell you is that we have no reported connection issues. If that were different, you also wouldn't be able to connect via a VPN either.
@EA_Leeuwonly device which is shared by ISP are street cabinets. They may use the same fibre line from the street cabinet to the ISP routers. From there on the ISP has to route the traffic on through its routers (not servers) to the AS of EAs ISP/hosting company aka AWS.
