Update: I have the exact same issue as yours. It goes after awhile but now is coming back.
I was waiting for everyone to leave then usually the server will be taken down by itself. But not this time. When I tried to log in tomorrow, the server seems to got "stuck" with one player (1/128), could not join (Invalid Game State) or take it down (Unknown Error: 12:300 1J:4C same as yours).
This is the current state when I tried to join.

I'm sorry you're having this issue. What is worse, is that you can't even make a new server because the other one is still up and running. I wish I had some way to help but unfortunately I have none. I do hope you can get yours resolved. Best of luck and have a nice day!
