@EA_Leeuw So i did a clean install of 2042 the other day and cleared origin's cache, was grasping at anything to help me obviously. There was no change. Today I booted up the game and saw origin popup at the bottom right, the overlay had defaulted to on obviously (I had it off originally) due to it being reset. Turned off the overlay in origin and in 2042's settings, nearly all the stuttering is gone. I think at this point what remains is due to CPU limitations which I'm okay with ATM as long as it's playable. So perhaps anyone having issues might try a fresh install and to clear origin's cache and then make sure to turn the overlay off. It's important to turn the overlay off not just in the application settings but also in the game's settings itself within the library in origin. So one would navigate to library>2042>the cog>game properties and then at the bottom unselect "enable origin in game overlay".
