Your CPU not reaching 100% by any chance? there are a few posts on the technical support forms about this.

@sk1lld Not sure if it's a CPI issue. I've had 9900k with rtx3080 when the game launched and it ran well after performance patches last year. One of my friends who bought those parts from me is also having no issues playing 3.2 on 9900k
