Those icons indicate that the issue is client-side, so on your end. It's likely that there's something going on with your in-house network or ISP. I would recommend taking a look at our Network Troubleshooting guides:

hey mate, just checking in since it's been a while, the older maps are still showing heavy performance issues and the newer ones are somewhat bearable with the stutters in high action areas

Check youre system for any issues, try a cleanboot !
Cheershave done that multiple times, ironically this does not happen when in low action areas. Other online games run smoothly without any issues
