High TN in match is making the game unplayable

Hi my brother is trying to play with me and the game is unplayable for him. Once he gets into a match his TN spikes to 400+ and he cant move or do anything without teleporting or playing in slow mow. Everything else is stable... high FPS, low ping, no packet loss, etc. I'm on a completely different PC and Network and I can play fine most days. Some days I have this issue as well.

After paying $180 for copies for the both of us at launch and waiting for over a year for the game to have these problems fixed to say I'm a little unhappy is putting it lightly.

At this point he had these issues back when he had a completely different PC so I have a hard time believing its his system. This system is brand new and has everything up to date afaik. He can run every other game he owns flawlessly (CS:GO, Grounded, Apex Legends, COD MW22, OVER 200 OTHER GAMES!!!) This is the only game he cant play because of this TN issue.

Ive had him reinstall the game, create .cfg files, tweak all available options in game, run a clean install of his OS, limit core usage... Pretty much every troubleshooting tip in all of the other threads discussing this issue and then some. I just want to play the game I payed $180 for.

Any help is appreciated.

Below are his system specs and his Dxdiag.

CPU: Ryzen 9 9500

RAM: 16gb of ram

GPU: Geforce RTX 3080

MOBO: Alienware 0TYR0X

OS: Windows11

Game and OS are installed on either an m.2 or an SSD
