For those of you who don't want to read the full story :
1. Head into BIOS and look for XMP or Extreme Memory Performance
2. If it's turned off, turn it on
3. Start the game and you should see major improvement.

For very long time, and I really mean awfully long time, I've been struggling with rubberbanding to the point that I was unable to play anything else other than vehicles and sniping, and even that was a challenge quite often. As soon as I got into the game, I would start seeing 3 rectangles in the top left corner and I would also observe very high TN(time nudge), which was often upwards of 200. I have literally tried every possible solution in the book(found here) and, believe it or not, the fix was caused by one simple setting in BIOS.
My Xmp( extreme memory performance) was turned off. For some reason, most of the time your Ram will not run at the factory speed, sometimes even at 50 percent! This is where xmp comes in handy, this will ensure that your ram runs at it's true speed.
Most people will try to suggest that the 3 rectangles refers to packet loss, which would indicate issues with your Internet connection, but that simply is not the case with me. I am playing the game on WiFi just like any other and now I see that Internet was not the issue at all.
If you're experiencing rubberbanding and high TN, then the issue is almost certainly on your end and you have to look into your hardware. Drivers updated, cpu or gpu not bottlenecking, sufficient ram, etc.
