Hit reg issues, TTK vs TTD inconsistency post 3.1 update

Is it just me or have these issues gotten exponentially worse since the 3.1 patch? One round I can go 34-6 and the next round can't hit the broad side of a barn, I'm shot around corners, behind cove...

I can't believe my experiences today. Hit reg is nearly non-existent. I've been shooting grenade launchers directly at the feet of enemies, and nothing happens. The new Rorsch Mk-4 is absolute trash. Every time I shoot, the progress circle completes and nothing happens. It doesn't fire at all.

The game gets worse every week.
