Thank you for testing it from another browser and restarting the router. That helps rule out a few things.
Thank you also for including your DxDiag. After taking a look at it, the timeouts may be caused by network path issues (DNS delays, ISP hiccups, or packet loss). I've popped a few steps below to help address some of these:
- Test on a different device (e.g.: a mobile phone, etc) to see if the timing-out issue continues
- A Clean boot helps rule out some potential software conflicts
- Closing background apps will address any apps that may be interfering with your connection
- Try switching DNS servers to Cloudflare 1.0.0.1, or Google 8.8.4.4
- Change your connection type and test it out again. Try a wired connection if possible. You can also switch from wifi to mobile data and test that.
Please give those steps a try and see if the timing-out issue sticks around.
