ALSO ......................... where and how are you connected, who else is connected, what region are you in, what region are you trying to connect to, what is running in the background (and do not rely on the "task Manager") . Try SHIFT > ESCAPE to open the browser manager.
If, as you say, your mouse and keyboard commands are delayed 15 SECONDS, then that is dial up speed (remember that ?), maybe you are not getting the speeds that you should be getting from your ISP. Try a speed test:
Speedtest by Ookla - The Global Broadband Speed Test This is the one I use. Let us know how you go.
That's highly unlikely that Internet can cause 15sec delay on input.
