The yellow CPU line is spiking up over 100ms. Something is causing the CPU usage to spike and is causing the stutters.
I don't know what's causing the CPU to spike. It could be shader compile stutter or anticheat issue with the game. It could be another app running on the PC or it could be a driver issue.
To see what the CPU is doing and which apps are using the most CPU usage.
- Run the game in windowed mode (alt + enter)
- Open Task Manager (alt + ctrl + del)
- Set Task Manager to 'always on top' by clicking option
Now you can play the game and monitor CPU usage per CPU core. If any CPU core hits 100% usage the game will stutter. This is important because if any of the CPU cores are maxed out the game will stutter.
You can sort CPU usage by which app is using the most CPU. You can also monitor RAM usage, but I doubt RAM usage is an issue since you have 32GB.
You can also open Battlefield 2042 console with the tilde key ~ and type PerfOverlay.DrawFps 1
This will put a FPS counter in the top corner of the screen.

You are correct about the RAM usage. No issue there. I did run the game in windowed mode and brought up the task manager. When the in game graph spiked I watched the processes and noticed that the CPU usage dropped dramatically (around 10) for battlefield but then went back to running around 38 to 45ish. There was nothing else that I could tell that was utilizing any of the CPU and if it did it was minuscule. Total CPU usage never exceeded 50% even with a spikes and lags. I did however fool around with the game mode on Windows 11 and I ended up turning it off and it caused the game to run smoothly for about 3 or 4 matches and then the issue came back. But even with game mode turned off now it still has those CPU spikes and then starts to lag.

Is Windows Power Plan set to High Performance? Do you notice the CPU frequency dropping, for example going from 3GHz down to 2GHz?
Since CPU usage is dropping during the spikes instead of increasing. It makes me think there's some sort of processing stall occuring. I have no idea where it's occuring (CPU, GPU, RAM) or what's causing it (EA anticheat, PC driver, game patch).
You can attempt to track down processing stalls with LatencyMon.
