If your roommate isn't experiencing this issue, it makes think it's not server side. I also don't have this experience. It couldn't hurt to troubleshoot your own setup.
I had a similar problem with BFV a few years ago, turns out it was my own network was issue, I bought a new router, Ubiquiti Edge Max router for about $80 USD, turned on Quality of Service and limited bandwidth of other household devices, and swapped from wi-fi to ethernet. Problem fixed.

Is anyone streaming on smart TV's whilst your gaming? (smart TV's can use all available bandwidth in bursts)
