"manually enabled DX12" - I would be very cautious as to what changes you are making via notepad. In my experience this rarely fixes the root cause.

I suggest you attach a DXDIAG report, as someone may spot something.

Also, as simple as it sounds, make sure you've removed dust from inside your PC. I had a similar issue years ago, because my GPU fan had accumulated dust.
