Same here and due to my physical disability this makes driving in 3rd person impossible. Ironically, if you drive first person (inside the vehicle), then your camera doesn't turn with the arrow keys. It's only in with the chase camera view.
Last night, for me at least, I could drive the AA vehicle (Wildcat?) and tank in 3rd person via the arrow keys without the camera also moving; however, the hovercraft, Tesla pickup and meter-maid 3-wheeler all had the camera issue. I went through my bindings again and even rebound the camera looking around from no keys (setup when I rebound movement to arrow keys) and assigned them to WASD thinking that if I forced them to keys I wasn't using then maybe that would solve the camera issue. No dice; still borked.
I supposed I may try binding vehicle movement to my numpad like 8-4-5-6 and see if I get the same issue. I feel like on some vehicles, arrow keys are hard coded for free-camera movement.
