An EA account can only have one Steam account linked to it. It's not possible to link a different Steam account to an EA account.
If you create a new EA account you can link any Steam account you want. Once a Steam account is linked to an EA account it's permanent and can never be changed unless you create a new EA account.

So this is the problem that EA is not linked to Steam, and no account is linked to Steam, while when EA is linked to Steam, it says that the account is already linked, although this is not the case and there are no linked Steam accounts in the list!
I would try contacting EA support.
