M16A3 Foregrip (Underbarrel) Bug

Summarize your bug This is an issue that seems to be effecting Portal guns in general. None of the underbarrel attachments have the desired stats benefits they should, in this case the Foregrip is not reducing vertical recoil.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Equip the Foregrip and compare it to without any attachments.
What happens when the bug occurs? There is no vertical recoil decrease.
What should be happening instead? Vertical recoil decrease.

They seem to have balanced Vault guns to include applying a Foregrip in stats by default.

The recent patch fixed the missing descriptions of what each underbarrel attachment should do in relation to stats increases and decreases. Unfortunately the actual in-game performance does not seem to change at all.
