I just had the same problem as you but the bug was also affecting my spawn in general, so I could not even spawn on my own squad mates... (2022-09-28).
I located the problem.
I was trying to spawn as "Lis" - who I have unlocked previously. When I changed specialist, I could spawn. Before I could not spawn even if I restarted the game.
EDIT: I noticed that Lis is not comfortable with recoilless m5 due to her normal abilities. Nevermind!
