For anyone still having this issue, I highly recommend trying a clean boot up and running the game to see if the issue is resolved. I tried uninstalling all the old drivers for my Razer and running a new mouse, I tried adjusting the polling rate, the DPI tracking, basically everything else everyone has suggested and it was still unplayable. Ran a clean boot and my mouse, and the game, run glass smooth with zero issues since.

@Teckton Disabled all services as written - it really helped!!! But on the other hand, the solution is questionable, it is necessary to fix this problem, since all other games run without problems.

Oh absolutely, hopefully on the 19th patch. Makes the game playable at least. Honestly, it made my PC run faster too lol, so win-win there anyway.
