Hi, I found the reason why somebody can't see the others.
The reason it is about NAT Type of the router, we have 3 type of NAT : Open, Moderate, Strict.
Players in Open NAT can see the others but players in Strict NAT can't

There are 2 options to fix:
1- Change NAT in your router by yourself or call the Internet company and tell them to fix the NAT to Open
2- Disconnect the network and reconnect until the network is Open, that means if you can't see your friend, try to disconnect and reconnect the network until you see your friend
That worked for me
