No players in lobby when crossplay turned off

Yeah I definitely get the feeling it's done on purpose.  I had crossplay off(Xbox series x) and it never happened, then one of the updates happens and it started happening.  Makes no sense why it would happen, I thought thats what the bots were for.  Stupid.
