Parachute not deploying

Summarize your bug When jumping off structures, exiting vehicles in air, the parachute does not deploy resulting in falling to death.
How often does the bug occur? Often (50% - 99%)
Steps: How can we find the bug ourselves? Exit vehicles, jump from tall structures and deploy parachutes, Sometimes it works, sometimes it doesn't. Maybe pressing buttons for actions (weapon swapping, spotting, etc) cause the parachute function to not register.
What happens when the bug occurs? Parachute does not deploy. DEATH
What should be happening instead? Parachute deploys. ALIVE

I have tested simply tapping the deploy parachute button once, spamming it, steadily tapping it to see if its an input problem. Also tried it higher altitudes from the ground to see if I'm deploying it too late. I have found no common correlation to what will cause it not deploy.
