Player arrow icon doesn't rotate when minimap rotation is off

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Disable minimap rotation, then look at the player icon at the center of the minimap. Look around in-game and see whether the arrow icon for yourself and your squad members rotate or not.
What happens when the bug occurs? The player icon at the center of the minimap does not rotate and point where you're looking at, it keeps pointing north. This is also the case for any of your squad members' icons when they're inside your minimap range.
What should be happening instead? The squad players' arrow icon (or squad leader star icon) including your own should turn to where you are looking instead of staying static.

I noticed this behavior since the 4.01 patch. In the screenshots you can see the player's arrow icon misaligning with their cone of vision, and your other squad members looking at different directions yet their minimap icons all pointing up (north).
