Poor Performance on a 3080ti and I7 9700k
Regardless of settings the game is stuttering like crazy and dropping below 60fps constantly no matter what i do in any mode except rush, i dont know what i can do, my friend has a weaker pc than me ...

I suggest you attach a DXDIAG report, as someone may spot something.
Here is the DxDiag, someone let me know if ive got a hardware issue
Some observations:
- There is a newer release of Win10 available.
- There is a newer driver for your GPU available.
This being said, I would be a bit surprised if those are causing your issue.
What is more likely is that you have some other piece of software running (e.g. discord) that is getting in the way. Not that the other software shouldn't work normally; there may be something about that software's current version that is getting in the way.
You might also try running the game with only 1 monitor plugged in (for troubleshooting).
