Portal BF3 tanks has unable to repair ACTIVE armor

Common case of active armor attachment was in that HARDCORE mode disables auto-repair for vehicles, but the protection once destroyed was repairable by repair tool.

2042 removed that, so create hardcore tank battle with BF3 machines becomes useless thing
