Portal won't let friends join - 1/1 in queue

Summarize your bug Every time I create a game in portal and friends try to join it won't let them in. It just says "you're 1/1 in the queue." I have tried this with lots of different custom portal game setups and they can find it but only get placed in a queue.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Not sure.
What happens when the bug occurs? It won't let any other players in.
What should be happening instead? It should let players join the match. Host computer is in the match. Makes no difference who hosts. I was able to have this working a year or so ago but can't make it work now.
Hi, I've tried multiple times to create a custom game in portal to play with my friends but it won't let them join. They can join me till they get to the load screen that says "you are 1/1 in the queue" and it never goes any further.
