Rao hacking ability is inconsistent and not reliable

In my experience it seems to happen most on maps with lots of non player hackable things (doors, bridges, bollards on the roads etc.). On the map Kaleidoscope, I noticed that no matter where I was or what I was trying to hack or aim the bridges in the park portion of the map where being hacked over and over. Rao is totally unusable in that area of the map and a few others.
