I had this problem because my graphics card isn't receiving driver updates anymore, so it's stuck on 21.9. This registry fix worked for me to get the game started https://www.youtube.com/watch?v=umkis3cXSnY

As with all youtube fixes, If you follow that guide exactly you should be ok, but I take no responsibility if anything goes wrong.

Also, with the driver versions, it helps to think of that second number as a decimal, so your driver version is actually 21.09 and the game wants 21.20

    I see now how they needed to confuse the numbering system.

    But thanks for showing me that all my teachers throughout my education didn't know how to count. LOL
