I can't say for sure it was Dice intended but "like it used to" is dependent on patch and isn't objective. It's had BOTH ways by now.
When the game first came out the 40mm grenades also bounced IF THEY WERE SHOT TOO CLOSE TO THE USER. I'm assuming this was intended. If I recall correctly RL 40mm grenades have a kind of activation trigger mechanism to prevent detonation at the users feet or close by friendlies. I believe they measure it in range traveled, but it may be actually triggered by amount of spin force inside the case itself, which can only happen after a certain range once fired.
Either way it USED TO bounce as well, because that's what they do. UNLESS THEY WERE SHOT AT A CERTAIN DISTANCE. Then they'd detonate on impact. Since you're upset about it, I'm assuming you're annoyed that you can no longer get super cheap kills by shooting the ground in CQB. Sorry not sorry.
IMO the change into impact grenades in close quarters was a terrible idea for GAME BALANCE. We don't need everyone running around with old school noob tubes one shotting enemies at their feet when they round a corner or whatever. It's not skillful and shouldn't be rewarded. At least a shotgun you have to aim at your target to one shot them.
I'm happy they've changed it BACK again to being more realistic and less dumb. This is how 40mm should work, and it's most likely NOT a bug.
