It sounds like EAC is using the C drive as its directory for certain files, which may just be hard coded into the program. I don't know if we have a way of forcing it not to save those files there.There is something else I was curious about. Have you tried installing BF2042 through the EA App instead of Origin? I've seen a few people mention they were able to get the game running that way.
You can find more info on the EA App over at the EA Help website. If you're able to give it a try please let me know how it goes. Thanks!

Hey Kent: I have four other BF games on my D drive and they run fine. I can't believe I'm the only one who isn't using the C drive or not downloading from the app. or whatever. So if I go through all this again and it doesn't work then what? I just wanted to play 2042. Computer * always ends-up being stupid like this.

Hey Kent: Here ya go.............. This is after a complete reinstall downloading from the EA app. I installed the whole thing on my D drive again with 4 other BF games. I'll bet you a dollar to donuts it has to do with the EAC function. So now what?

I appreciate you giving that a shot as well.
There is something else I was curious about. What happens if you try logging into Windows through a different admin user? I've seen some cases in the past where Windows UAC can cause some weird issues like this.If you need more info on how to create a new Admin user check out the Microsoft Support website. Once you have the chance to give that a shot let me know if it's still not allowing you to launch the game.

Kent: I just wanted to play the game. I didn't want to start a gov/t research and development program. The admin thing was a bust too. I have never had a problem installing and playing any other BF game. I'm pretty sure the problem is not on my end. I've installed and reinstalled the game so many times now I can't count. You realize every time I need to download the 48GB it take almost 2 hours. Ok, so I've run through all the hoops and still nothing. So one of two options needs to happen. One, find the fix quickly on your end. Two, I get my $89 back. BTW, I could have got it from EA for $69. So what say you?

Hi Kent: Did you give up on me? Ok, here's a 27 sec. video of the launch. The game should run. If you watch you see it boot the game properly and gets to the
screen where the next screen should be the game but it just goes back to the EA page.

Hi Who: So what you are saying is you're starting to smell a rat. Me thinks so too so I agree. So like you I'm going to put the kibosh on EA at least until they get 2042 up and running. I suspect if it ever happens it will be in the form of an update. You and me are certainly not the only ones. I'm just waiting until they say "you have to get the jab before we make your game work" (-;

Windows 8.1 does not support DX12 which is why you cannot launch the game. See DirectX: https://en.wikipedia.org/wiki/DirectX
The minimum and recommended specifications of Battlefield 2042 list Windows 10 as the required OS version.

Unfortunately Battlefield 2042 is a Windows 10 game. @Confuzzo
