Do you really think this is a bug? I have already thought about whether this is not intentional.
@googieIt's absolutely bugged. When on a vehicle you can't repair at the normal rate by default, the repair rate is balanced that way. What's happening here is the repair tool is outright not repairing at all.
The fix is simple, if you have the repair tool equipped on a Heli, it should repair the Heli.
