I wanted to give an update on this situation.
Since the original posting, I have upgraded my fiber optic internet from 100 mbps to 250 mbps....way more than enough to play multiple online games at once, and we are still getting the error on the PC every time we try to load the game.
On my Xbox, I was able to get into a game on a few occasions but the "persistence data error" still occurs about every other time I try to load the game on either Xbox One or Series S. However, when it does load, now i'm getting severe packet loss symbol when playing and as mentioned, I just upgraded internet so I shouldn't be having any connection issues.
Please help. The issues must be on EA/DICE side. Let me know if I can help you resolve the issue. Thank you!
It is now June 05, 2023 and I am still experiencing the "Persistent Data" bug on PC, Xbox Series S, and Xbox One versions of the game. Every now and then we actually get the game loaded past the bug and then when playing, we are showing significant packet data loss. Developers please help! We have pretty much been unable to even load the game into the main menu for most of Season 4. I purchased the game on many platforms before it went on game pass and we cannot load the game on any platform. Please help! Thank you

I really hope the Season 5 update fixes this issue, I know the developers are hard at work on it.

I started having the same problem after purchasing a new television. This only happens when playing 2142 never could log in. Battlefield V had no issues with login.
After some investigating, I realized the HDMI connection from the XBOX X to my TV was plugged into the wrong slot. It was connected to the HDMI eARC slot. I switched it to the HDMI 4 slot and the error stopped immediately.

Sorry but switching the earc hdmi would have zero effect on a server error. That makes no sense. What you must have experienced must have been coincidental.
