@EA_Blueberry Any update?
Make sure that raytracing is off, turn on DLSS and put it on auto, that should help, also make sure you are running the latest chipset drivers four your system.
And I would try GstRender.Dx12Enabled is to to 0, if nothing else work but I do not understand why you would play with that setting as the game is suppose to use DX12 by default.
Also if you have a comm program running in the background make sure the hardware acceleration of that program is off.
Change your power plan to AMD Ryzen High Performance, try installing latest C++ Redistributable, enable Thread Optimization in nvidia control panel.
This helped me, I have 2070 and ryzen 3600
