Rubber banding is usually caused by packet loss. What is your packet loss in and out on the network performance graph showing?
Also check the server frame time (SFT).
PL in 0% and out is 0% and SFT is 13ms like i dont understand it like when im running my character like skips and stops for a millisecond then continues going
