Rubber Banding and character stopping

has been happening weirdly every day since i redownloaded the game a few days ago. I just dont know what the issue is, im well over capable of getting 200 FPS constantly so its not a hardware issue at all and my LAT ms and TN ms doesnt go higher than 25 each so im looking for a possible solution if there is any

    Rubber banding is usually caused by packet loss. What is your packet loss in and out on the network performance graph showing?

    Also check the server frame time (SFT).
