Yep, having the same issue playing today (but not previously). I used to be able to hack a helicopter, then switch to AA and lock on, and the heli wouldn't be able to fire flares. Now, I do the same, and the heli always fires flares. The hack is successful, as the heli stops shooting, but it seems it can still use flares while hacked?? Maybe they nerfed Rao's hack so that it no longer affects countermeasures? If so, that's a terrible decision.
Rao is a mess and there is so much potential with his hacks. The hack/AA and hack/M5 or C5 on Armor should be his thing. It should work similarly to Casper's recon drone disrupt.
