I was suspecting it must be the CPU, thanks both for clarifying. I guess that explains why graphics settings don't make much difference. Is there anything in particular that can be configured to minimise the problem?
It sounds like the official requirements should be amended. i7 4790 is actually the recommended processor on the EA website, not the minimum.
The only thing you can do is make sure apps are not running in the background. And pray DICE optimizes the game engine.

Looked at your benchmarks again and see that your CPU average temp is 88c that is pretty high, Maby check/clean the CPU cooler reapply thermal compound. The CPU could be throttling.

This felt like a good shout so I reapplied the thermal paste. Running the same test again gave similar results, though the average temperature had come down to 85. Not sure if that's made a difference, but the game is still pretty much unplayable, even on low settings with 64 players. I guess I'll stick to BF4 where I can play Caspian Border at 200FPS if I like.

85c is better than 88c, sorry it didn't help with the game. Yeah, BF4 is pretty optimized and a good game.
