Terrible Packet Loss

I have been having this issue since the launch of this game but after this latest update it has become unplayable. I have tried everything I can think of. I hardwired my pc. I cleared cache. I port forwarded. Flushed DNS. Updated firmware and drivers. So on and so on. 

This is an issue with only this game. No other game I own runs like this. I can play everything else buttery smooth but this game just runs like trash and only gets worse with every update.

    @BairRaisin007 Hey man.
    In game i see youre TN is spiking +800 close to 900.
    This is client related, this means some hardware / software cant make it up some how !

    Some system info would be nice , post a dxdiag would very help full !

    Sounds like you know what you are talking about and I hope you can help me solve this. What is a TN spike? I would love to be more educated about issues such as the one I am experiencing. I took screenshots of my dxdiag. Let me know if you need more.

    @BairRaisin007 in the dxdiag windows, middle / lower , ya see the op tion SAVE ALL INFORMATION , click it!
    Now post that file here, its an TXT.

    It is installed on the E drive. Its a NVME SSD drive. Yes I only have the sony tv.

    @BairRaisin007  could you this please:

    Press Windows key + 'R' ,typ CMD
    Press and hold down CTRL + SHIFT and press ENTER.
    When User Account Control shows up, click Yes.
    Now enter this command:

    wmic /output:C:\mb_mem_bios_info.txt memorychip list full&wmic /append:C:\mb_mem_bios_info.txt baseboard get product, Manufacturer&wmic /append:C:\mb_mem_bios_info.txt bios get smbiosbiosversion

    At youre C: drive there is now a file called mb_mem_bios_info.txt post this file please !!!

    @BairRaisin007 Can ya tell me what brand and type memory ya got installed at your motherboard ?
    I also see some bios updates , youre flashed version is F50, did ya flash youre self ?

    I also see some USB devices connected , play game without extra hardware devices, use only 1 mic, 1 headset, 1 keyboard, 1 mouse <--- thats all , other device need to be disconnected
    Disconnecy them while pc is shutdown, then boot windows, windows will make some cgf changes, then reboot again. Test game

    I'm kind of a computer dummy. I bought this pc prebuilt so no I didn't flash myself. I am not sure what the brand of memory is but I know that it is 16gb and, I believe, DDR4. In the task manager it says, form factor: DIMM speed: 2666....

    not sure if any of that helps. 

    I use only one headset, keyboard, and mouse. But I do have an xbox controller hooked up usb and an external hdd that I could remove. I will try that now.
