@Sorang-kunI have / had the same issue.
After trying almost everything, the only one that worked was setting via windows energy option the maximum usage of the cpu to 99% and suddenly the usage dropped from 100% on some cores to 70-90% (more like the real value it should use...)
I don't now why this is the case and so far bf 2042 is the only one that is causing this issue / needs this workaround.
Also I loose some percentage of possible perfomance due to setting the cpu at the default clock speed via this workaround (4,6ghz -> 3,6ghz), but it was running really really bad before that (like sudden drops to 20fps, even in the menu cause one core spiked to 100%)
