The graphics quality does not change when changing the graphics settings

Hello everyone. I am making this post to ask if the same problem is happening to you.
No matter the graphic quality in which I play I always notice the same textures and I do not notice any increase in quality. When I do that the fps remain the same. I have tried repairing the game. As it did not work I uninstalled the game and reinstalled it. As it didn't work I did a forced uninstall with the geek uninstaller program to delete all the files including the registry files. I also had pending a formatting of the pc and I did it. When I reinstalled it the problems remained.
My PC specs are:
-Ryzen 7 3700x
-Nvidia RTX 2080 super with Game Ready 496.76 driver
-32 GB Ram at 3200Mhz
-M2 WD Black
