Unable to respawn or be revived after being downed

I believe what happened for me was that my timer somehow started at 0, so whatever triggers tied to the countdown and timer reaching 0 never happened. No one was around me, a team mate died next to me about 3 seconds earlier, i killed the enemy, and his team mate killed me. I then saw a 0 on my timer and couldn't call for help or cancel and respawn. There should be a respawn option somewhere that is not tied to if you are dead or not in my opinion.
