@EA_AticNo, I don't. I only use the keyboard + mouse. I too thought initially this problem would have something to do with the game incorrectly thinking I was using a controller or similar devices, but everything I attempted (setting in-game all controller inputs to zero, modifying the profsave_profile file directly to set any controller-related lines to 0 etc.) did not solve the problem.
Do you have any overlays running in the background?
Also could you upload a clip of the issues?

@EA_Atic No, no overlays running.
I uploaded a clip with texts that show the huge delay between I stopping the mouse movement and the helicopter actually stopping the yaw movement. Since I barely have any practice with video editors, it is not as clear as I wanted it to be, but I think it gets the problem exposed. The normal behaviour would be the helicopter come to a stop shortly after I stop moving my mouse (behaviour pre-4.0); instead of doing that, it keeps yawing with full force for a few more moments (behaviour of tank aim, attempting to point the helicopter to the "coordinates" I moved my mouse to, instead of just reacting to the presence of mouse input, as I explained in my previous reply).
Since EA doesn't accept mp4 file attachments, the clip was uploaded to YouTube: https://youtu.be/mGHwGwTP5Dg
