Valparaiso U.S. quad bikes don't spawn well in VTDM portal matches

In portal, Valparaiso medium size on vehicle team death match, the U. S. side doesn't spawn quads. Partway through a game one will spawn. But never two. Russian side has 2 spawn consistently. Problem is absent when map is on small size.
